Disposition of PAJ's Oil Spill Response Equipment

  Petroleum Association of Japan (PAJ) has decided to dispose some of the oil spill response equipment that was acquired in the program of PAJ's “Major Oil Spill Response program”.
  Oil spill response program in PAJ is based on the following principle: “PAJ will lend the equipment in the event of a major oil spill incident to the parties concerned with free of charge. After the use, borrowers shall clean, check and repair them at borrower's expense and return to PAJ base. But, there is a possibility that aged equipment breaks down or that it cannot work well in an emergency due to a decrease in strength, processing performance, and so on, or it might cost a lot for borrowers in terms of repairing obligation.
  PAJ believes such equipment still can be used in normal operation or for training purpose if it is maintained and repaired properly. For that reason, PAJ seeks applicants who wish to purchase the equipment.

Procedure of Transfer

Terms and Conditions for disposition (Excerpts from the “Transfer Contract”)

(1)  The equipment will be delivered at the each PAJ’s base where it is currently located. Costs for the transportation including fee for cranes, forklifts, etc. must be borne by the buyer.

(2)  The equipment will be delivered on AS IS and AS AT basis. PAJ will not be held responsible for it after the transfer.

(3)  The buyer must delete all the logos, marks and signs on the equipment that identify the former ownership by PAJ.

(4)  Purchase Price should be remitted to PAJ within 30 days of Transfer Date.

  Those who wish to purchase our equipment on the lists are required to submit the Application Form for tender by email to PAJ (pajosr@sekiren.gr.jp).

Tips to maintain the equipment in good condition

  Oil booms and skimmers use diesel engine and hydraulic oil, which requires regular maintenance. An oil boom is usually stored on its boom reel and air-inflated in use. So, it has a diesel air blower, too. For immediate use, PAJ has provided regular maintenance on such equipment, monthly and bi-annually.


1. Monthly maintenance

(1)  Oil boom
    *Confirm initial performance of power pack and blower
    *Check appearance of the boom
    *Check battery and other attachments

(2)  Oil skimmer
    *Confirm initial performance of power pack
    *Check appearance of the skimmer
    *Check battery and other attachments

About a half day without using heavy machines.


2. Bi-annual maintenance

(1)  Oil boom
    *Confirm initial performance of power pack and blower
    *Check all of boom sections (full deployment)
    *Check battery and other attachments

(2)  Oil skimmer
    *Confirm initial performance of power pack
    *Check recovery capabilities of the skimmer (operate in a small pool, etc.)
    *Check battery and other attachments

[Necessary time and machines]
About one day with heavy-duty machines, such as 20t crane, 10t truck, 4t forklift, etc.
