Objectives :

PAJ has held Oil Spill Symposium 13 times since 1995, the year OPRC Convention had come into effect, the topic of the first Symposium in 1995 was "International Cooperation and the Current Set-up by the Oil Industry". Followed Symposia in 1996 and after, we objected to learn from the large spill incidents, new technologies both in recovering devices & response techniques and to make up/maintain human networks, all for aiming to properly prepare for next large spill incident.
Since then, the numbers of large spill incidents and disastrous damages have substantially decreased owing to serious and continuous efforts to reduce spills represented by both Shipping Industry and Oil Industry, and International Conventions and Regal preparedness to cope with liabilities, responsibilities and compensations.
Under the above circumstances, Oil Spill Response Organizations, established to prepare for spill incidents, gradually loosing their experience in real response and issues to cope with, and thus acute concern is that these organizations in peace time are repeating training/exercise as a matter of routine where their momentum to the oil spill response are indistinctive.
PAJ plans to hold 14th Symposium in coming March, again in the circumstances of peace time without large incidents after Nakhodka and Diamond Grace both in 1997, and the topic we stand on this Symposium is "REALITY AND FORMALITY" along with the above context. PAJ hopes to learn from experienced intergovernmental and international organizations, national oil companies and other entities concerned, and hopes to communize the knowledge and information for managing Spill Bases and for the ways of training/exercise with clear momentum.
