Petroleum Association of Japan plans to hold 4th Oil Spill Workshop to discuss the areas of regional and international co-operation that exist and are planned in the case of a major oil spill incident. In the past, significant large Oil Spills such as the “AMOCO CADIZ” (1978), “EXXON VALDEZ” (1989), “NAKHODKA” (1997), “PRESTIGE” (2002), “HEBEI SPIRIT” (2007) and “DEEPWATER HORIZON” (2010) have prompted the need for huge international assistance which for various reasons has not always been able to be used promptly or effectively. In the case of large scale incidents, there are never enough assets or manpower available at the location and at the time that they are required, hence co-operation and planning are vital and this applies equally to the small local terminal spill as it does to the large scale major oil spill. Furthermore, oil spills do not respect national boundaries, weather or timescales and we have seen incidents in the past where oil spilt in one location can soon effect neighboring countries. Hence international assistance and resources need to be available, supported with realistic and practical multilateral agreements which embrace current regulations, technology and codes of practice. This year, our Workshop will bring together people and organizations who have been exerting themselves with the experiences of the past, developing strategies in the areas of regional and international co-operation necessary to maximize the organization of available assistance in future incidents. After all presentations have been given, the session will be opened to the audience of this Workshop for free discussion with each speaker to deepen and confirm understanding of the issues raised and to answer any questions that they may have.
