PAJ has held Oil Spill Symposia 14 times since 1995, the year OPRC Convention had come into effect, the topic of the first Symposium in 1995 was "International Cooperation and the Current Set-up by the Oil Industry". In the following years, the Symposia concentrated in bringing information about large spill incidents, new technologies both in recovering devices & response techniques and to make up/maintain human networks, all for aiming to properly prepare for subsequent large spill incidents.
The last Symposium was in Tokyo in 2010 and since then there have been a number of incidents, both in Japan and other countries, where there have been far reaching consequences where preparedness has been an issue. Most notably the "Deepwater Horizon" incident in the Gulf of Mexico, the earthquake and tsunami that hit Japan in March 2011 and the incidents in Bohai, China and New Zealand. Although the numbers of large spill incidents and disastrous damages have substantially decreased due to serious and continuous efforts by both the Shipping Industry and the Oil Industry, and International Conventions and preparedness to cope with liabilities, responsibilities and compensations.
In light of the recent incidents, the whole oil industry is looking closely at the subject of Preparedness to ensure that a correct and proper approach to preparations is both measured, realistic and sustainable. It is with that subject and the recent incidents in mind that PAJ plans to hold its 15th Symposium in the coming March, with the subject of "Preparedness for Major Oil Spill Incident" where PAJ hopes to learn from experienced inter-governmental and international organizations, national oil companies and other entities concerned. |
