The Major Oil Spill Response Programme which was launched in FY1991 has now 11 oil spill response (OSR) equipment stockpile bases. While a variety of equipment had been set in place, nineteen loans have been given and have contributed to mitigate the damage by the spill and to increase OSR capability both at home and internationally.
However, since the Prestige incident off Spain in November 2002, EU countries are proposing to strengthen the OSR capabilities in the area. Fortunately, Japan has managed to escape from major oil spill incidents for last three to four years, but, there were still a lot of incidents which might have resulted in a serious disaster, if not fortunate enough as they were. Recent analysis shows many countries suffered oil spills from tankers belonging to the third countries. And another characteristics of the incident are that “the spilled oils were heavy persistent oils.” From these facts, structure and navigation of tankers will be reviewed from the operational point of view, while treatment of heavy oils or compensation scheme will be developed further from the view point of oil spill response. As these examples of incidents and following reviews brought a lot of implications to Japanese OSR program, it will be very useful to have a time to hear and learn from them.
